Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-based Work Statement (PWS) outlines the services required to repair the C-130 Radio Control Set (NSN 5826-01-439-2708LG, P/N 622-5147-002). The goal is to return these assets to the United States Air Force (USAF) in serviceable condition, meeting mission needs and increasing the readiness of the C-130J Fleet.

• Perform maintenance services and repair of recoverable items.

• Provide packaging, handling, storage, and transportation.

• Furnish all necessary material, support equipment, tools, and test equipment.

• Repair and test the Radio Control Set to Original Equipment Manufacturer (OEM) specifications.

• Track and resolve items affected by Quality Deficiency Reports (QDRs).

• Provide prompt and correct Data reporting of Commercial Asset Visibility Air Force (CAV-AF) system.

• Quality of Repair: Repaired assets must pass DCMA inspection. A minimum of 95% of repaired assets must pass initial inspection, with the remaining 5% passing on the second attempt. No more than one (1) PQDRs and/or QDRs per contract year.

• Quality of Delivery: No more than two (1) late deliveries per contract. Contractor must notify the Government of potential delays and negotiate revised delivery dates.

• Period of Performance: One basic ordering period with four (4) one-year ordering periods.

• Place of Performance: Contractor's or subcontractor's facility.

• Government Property: Contractor is responsible for managing government property in accordance with FAR and specified contract clauses. This includes reporting and maintaining internal controls.

• Technical Requirements: Repair must adhere to OEM proprietary technical data. Turnaround time for repair is typically 60 calendar days after receipt, with specific requirements for priority backorders (MICAP and Surge).

• Item Unique Identification (IUID): Required for items delivered to the DoD, with specific marking plans and reports required.

• Counterfeit Electronic Parts: Contractor must establish a detection and avoidance system.

• Supply Chain Risk Management (SCRM): A SCRM plan must be provided, addressing continuity of operations, foreign influence, and cybersecurity.

• Security Requirements: Compliance with security regulations, OPSEC, and obtaining necessary security clearances.

• Quality Program: Contractor must establish an AS9100 compliant quality management system.
