Scope of Work
NSWC requires training support services for TIO Analyst Training, which is an enduring requirement providing key operational capabilities to Naval Special Warfare. The contractor shall provide the necessary personnel, management, materials, equipment, and facilities (not otherwise provided by the Government) to deliver Tactical Information Operations Training Courses in the TIO-Analyst subject area. Course specifications will be defined in a Performance Work Statement (PWS) that will only be provided to companies meeting the security requirements. Additional courses under the TIO umbrella are considered within the scope of this contract.

Security Requirements
Offerors must hold a minimum TOP SECRET facility level clearance with SECRET safeguarding at the time of proposal submission and maintain this level for the life of the resulting contract. Contractors must also complete a NIST SP 800-171 (self) Assessment and self-report results via the Supplier Performance Risk System (SPRS) at the time of proposal submission, ensuring compliance with cybersecurity maturity model certification level requirements. The Government will NOT support any requests for new Facility Clearance Levels (FCLs); an FCL must already be in place.
