Justification for Sole Source
NAVAIR intends to award this effort to Raytheon as the only responsible source. Raytheon possesses the requisite technical data, manufacturing capability, and production experience necessary to execute the requirement within the schedule and without unacceptable duplication of cost. Raytheon has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile since 1994 and maintains exclusive control over critical configuration, manufacturing data, and Technical Data Packages (TDPs) for the Tomahawk Block IV, V, and Va AUR missiles. The data is export controlled.
