Performance Work Statement (PWS)

This PWS outlines requirements for specialized contractor support for Large Force Exercises (LFE) Red Flag-Alaska (RF-AK) and Northern Edge (NE) within the Joint Pacific Alaska Range Complex (JPARC). The goal is to provide expert personnel to enhance the fidelity of air-to-air and air-to-surface training, maximizing pilot proficiency and tactical knowledge in a contested environment.

• Provide tactical control, threat emulation, post-mission data validation, and intelligence integration services.

• Utilize subject matter experts (SMEs) with instructor or Weapons Officer level experience.

• Plan, execute, and manage tactical control, threat emulation, mission data, debrief, and intelligence integration.

• Validate air-to-surface munitions and integrate into JPARC infrastructure.

• Tactical Control and Threat Emulation: Provide seven personnel for continuous, high-fidelity threat and airspace management. This includes analyzing JPARC assets, executing flight operations, and filling roles such as SAM-1, Air-to-Surface RTO, Air-to-Air RTO, HARM Assessor, and White Force Exercise Support.

• Mission Data Integrity and Debrief Readiness: Ensure Mission Commander readiness for debriefs with accurate, validated truth data. Provide SMEs for shot validation and assist in identifying Debrief Focus Points (DFPs).

• Operational and Intelligence Integration: Provide two SMEs to offer advisory support to exercise planning and intelligence cells, assist with adversary replication, and integrate into the 353 CTS Intelligence shop.

• Contractor Provided Software: Supply software for real-time Air-to-Surface weapons validation with high accuracy, integrating into JPARC infrastructure.

• Execute 100% of scheduled exercise flight operations.

• Deliver recommendations for range asset characterization.

• Validate air-to-surface munitions with 99.9% accuracy.

• Software issues must not significantly pause or delay mission planning, execution, or debrief.

• Exercises are conducted in even years (RF-AK) and odd years (RF-AK and NE).

• Planning conferences occur approximately seven months prior to execution.

• Exercises are two weeks long with two vulnerability periods (vuls) per day.

• Personnel must possess security clearances ranging from SECRET to TOP SECRET, with SCI and SAP access as required.

• Contractor must provide a qualified team of SMEs with specific experience.

• Familiarity with Red Flag Alaska operations processes is required.

• Compliance with government security, health, and safety regulations is mandatory.

• Specific training requirements include AT Level 1 Awareness, OPSEC, and Information Assurance Awareness.
