Performance Work Statement (PWS)

To provide noon (boxed lunch) meals for Armed Forces applicants processing at the Tampa Military Entrance Processing Station (MEPS).

• Prepare and deliver noon meals daily, Monday through Friday, excluding legal holidays and MEPS-scheduled training days. A maximum of 28 Saturdays annually are included, totaling an estimated 264 days per year.
• Provide "mission day" meals for applicants processing late into the evening on an as-needed basis (up to two days per month).
• Meals must be prepared in a state/local licensed facility or restaurant.
• Transport meals in enclosed, clean vehicles meeting all federal, state, and local health, safety, licensing, and insurance requirements.
• Clean and maintain the serving and dining site daily, removing all garbage and trash.

Each noon meal must include:

• A sandwich (white or whole wheat submarine bun, 6-inch, 2.5 oz minimum) with 4 oz minimum of meat (ham, turkey, or roast beef) and 2 slices (1 oz minimum) of cheese (Swiss, Provolone, or American). Veggie subs require at least 4 slices of cheese in lieu of meat.

• Individually wrapped lettuce and tomato.

• One bag of plain chips (1 oz or larger).

• One pre-packaged dessert (large cookie or two medium cookies).

• One medium fresh apple or banana (minimum 1/3 pound).

• One straw and one paper napkin.

• A selection of beverages including carbonated soft drinks (diet and regular), bottled water, iced tea, and whole milk (when requested).

• Condiments: yellow mustard, mayonnaise, salt, pepper, and vinaigrette.

• The contractor must maintain a program of self-inspection.

• Food establishment operations must comply with state and local health department rules.

• Current and appropriate licenses and inspections must be posted or available.

• Private homes or living/sleeping quarters cannot be used for food preparation.

• The contractor must notify the MEPS representative upon completion of cleaning the dining area.

• Services are provided at the Tampa MEPS, 3520 West Waters Avenue, Tampa, Florida 33614-2716.

• The annual operations schedule will be provided by the government.

• Contractor employees and subcontractors requiring access to government installations must complete AT Level I Awareness, IWATCH, and OPSEC training within 30 days of contract award and annually thereafter.

• Background checks are required for installation access.

• The contractor must provide their own cart to bring meals into the MEPS and allow for security screening.

• Payment will be made via Government Purchase Card (GPC).

• Historical data indicates an average of 102 noon meals per day, with a maximum of 250. The MEPS will notify the contractor daily of the exact number of meals required by 8:00 a.m.
