Quick Summary

The Department of the Navy's NAVSUP Fleet Logistics Center Puget Sound (FLCPS) is issuing a Solicitation for Tank Level Indicator Attendance on the USNS Alan Shepard (T-AKE-3). This requirement is currently sole-sourced to Ian-Conrad Bergan, LLC, as the Original Equipment Manufacturer (OEM). However, other interested companies are invited to identify their interest and capability to respond, which will be considered for the purpose of determining whether to conduct a competitive procurement. This is an UNRESTRICTED acquisition. Proposals are due May 18, 2026, at 02:00 PM ET.

Purpose & Scope of Work

The primary objective is to provide OEM attendance to the USNS Alan Shepard (T-AKE-3) to troubleshoot, calibrate, and groom the Tank Level Indicator (TLI) system. The scope includes providing labor and materials for repairs, OEM representative services, inspection and grooming of the TLI system and cabinet, and verifying TLI system data accuracy against the Machinery Communication and Control System (MCCS). The contractor will also verify functionality of overfill and summary alarms, test pressure sensors, and coordinate with ship's force for TLI replacements. All work must comply with SOLAS regulations and ABS Rules for Building and Classing Steel Vessels, performed in the presence of an ABS Surveyor, Chief Engineer, and MSC Representative.
