Purpose & Scope

This Sources Sought Notice (SSN) aims to gather information on the price and availability of suitable vessels. The LNG is required to fill a storage requirement at NSGB for the initial cooldown and controlled offloading of a new LNG terminal and storage tanks.

Key Requirements

  • Vessel Specifications:
    • Maximum displacement: 41,000 metric tons
    • Maximum length overall: 256 meters
    • Maximum laden draft: 10 meters
    • Maximum beam: 32 meters
    • Gross volumetric capacity: 4,000 to 15,000 cubic meters
    • LNG pump-out pressure: 150 PSIG; unloading rate: 250 CU M/HR
    • LNG unloading connection: Flanged connection with Powered Emergency Release Coupling (PERC) to 6” LNG hose; Emergency Shutdown (ESD) umbilical.
    • LNG saturated pressure: Minimum 5 PSIG, Maximum 20 PSIG, Average 10 PSIG
    • Carrier must perform own mooring analysis meeting UFC 4-159-03, Mooring Service Type I (35 knots sustained winds, 1 knot current).
  • Cargo: 50,000 MMBtu of LNG (approximately 2,200 CBM).
  • Handling & Discharge: Discharge at 250 CBM per hour, daylight only, WWD SHEX, from ship/barge to NSGB Pier C.
  • Loading Port: At charter's discretion.
  • Discharging Port: Naval Base, Guantanamo Bay, Cuba.
