• Submission Requirements: Offers must be submitted electronically. Required items include completed pricing for each CLIN, CAGE code, all representations and certifications, manufacturer information, signed solicitation package, and current SAM.gov registration. Lead time for delivery (FOB destination) must be included.
• NIST SP 800-171: Required for awardees unless items are Commercial Off The Shelf (COTS). COTS items must be identified during the solicitation period.
• Evaluation: Award will be made to the responsible offeror whose proposal is most advantageous to the Government, considering price, technical, and performance factors.

• Base Access: Contractors require a Defense Biometric Identification System (DBIDS) credential for access to Navy Base Kitsap installations; NCACS cards are no longer accepted. Offerors must be US Citizens for base access.
