This clarification indicates flexibility in the completion deadline, allowing for task execution up to September 30th, contingent on operational and environmental factors (highway access, weather).

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the location of units and approved disposal facilities for the opportunity.

• Unit GPS Coordinates/Mileage: The government has provided specific GPS coordinates and quantities for 20 units located along the Taylor Highway, primarily between Mile Post 35 and Mile 160. These sites are generally within 200 yards of the highway in well-marked waysides or campgrounds.
• Disposal Facilities: The government does not maintain a list of State of Alaska DEC-approved disposal facilities. It is unlikely that Chicken, Alaska, has an approved site. While Tok or Delta, Alaska, might have approved sites, the BLM has not verified this. The contractor is responsible for identifying a suitable approved facility.

Bidders should use the provided GPS coordinates and milepost information for accurate travel time and fuel consumption estimates. Bidders must independently identify and confirm a State of Alaska DEC-approved disposal facility, as the government will not provide a list.

Amendment / Modification

This amendment (0001) to solicitation 140L6326Q0003 serves two primary purposes:

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for outhouse pumping services in Alaska, as detailed in the attached Statement of Work (SOW). The Bureau of Land Management (BLM) is seeking these services.

• Outhouse pumping services as outlined in the Statement of Work.

• The government anticipates awarding a single firm-fixed-price contract, but may award multiple contracts if advantageous.

• Period of Performance: September 17, 2026, to September 30, 2031.

• All questions must be submitted in writing via email to Lisa Brune at lbrune@blm.gov no later than 5 pm Alaska Standard Time on February 24, 2026. Answers to questions will be provided via amendment.

• Include UEI or CAGE Code with quote or proposal.

• Evaluation will be based on pricing.

• This acquisition is set aside 100% for Small Business.

• The solicitation includes various FAR clauses incorporated by reference, including those related to commercial products and services, small business subcontracting, and labor standards.

• The document also includes wage determinations for various occupations in Alaska.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove outhouse waste by pumping Bureau of Land Management (BLM) maintained outhouses in specified locations along the Taylor Highway and near Eagle, Alaska.

• Service: Pumping of outhouse waste.

• Frequency: Once annually, performed over a two-day period.

• Timing: Service must occur no earlier than September 18th and no later than September 30th of each year.

• Locations & Quantities:

  • Mile 160 Taylor Highway (Eagle, Alaska):
    • BLM Eagle Campground: 3 outhouses (1000 gal vaults)
    • BLM Fort Egbert Mule Barn: 1 outhouse (500 gal vault)
    • BLM Eagle Field Station, Airport: 1 outhouse (500 gal vault)
  • Mile Post 35 – 112.5 of the Taylor Highway:
    • Mile 35, Mount Fairplay: 1 outhouse (800 gal vault)
    • Mile 49, West Fork Campground: 4 outhouses (2x 1000 gal, 2x 800 gal vaults)
    • Mile 64, Mosquito Fork Wayside: 1 outhouse (1000 gal vault)
    • Mile 68, Chicken Field Station: 5 units (3x 800 gal, 2x 1000 gal septic)
    • Mile 75, South Fork Wayside: 2 outhouses (800 gal vaults)
    • Mile 82, Walker Fork Campground: 3 outhouses (1000 gal vaults)
    • Mile 112.5 Forty Mile Bridge Wayside: 1 outhouse (500 gal vault)
  • Note: Outhouses previously at Davis Dome along Top of the World Highway have been removed.

• Accessibility: All outhouses are within 40 feet of a parking area or roadway.

• Disposal: All sewage and waste material must be disposed of at a State of Alaska Department of Environmental Conservation approved facility and in accordance with all applicable laws.

• Period: Annual service between September 18th and September 30th.

• Place: Various locations along the Taylor Highway and near Eagle, Alaska, as detailed above.

• Disposal Compliance: Adherence to all state and federal environmental regulations for waste disposal.
