Solicitation / RFP / RFQ

• The contractor shall furnish labor, material, equipment, tools, transportation, and supplies.

• As-built drawings of the project are required at the end of the project.

• Award Type: Anticipated Firm Fixed Price Contract.

• Period of Performance: Base period is 06/29/2026 to 06/28/2027. Work to commence within 10 calendar days after Notice to Proceed (NTP), with base line-item work ready for use not later than 60 calendar days after NTP.

• Contractor shall begin performance within 60 calendar days after award.

• Performance Bonds: Mandatory, due within 10 calendar days after award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair leaks in the drinking water network of the Tonto National Forest - Tonto Basin Ranger District, aiming to improve efficiency and address upcoming repairs. The contractor will also provide as-built drawings upon project completion.

This project includes two parts:

• Base Bid: Repair known leaks as defined in the Schedule of Items (SOI), including:

  • Relocating water hydrants to main pipes and abandoning old lines at Teddy Bear and Christmas Loops.
  • Repairing water line leaks under asphalt pavement at Chipmunk and Grapevine Goose Loops, including asphalt repair.
  • Repairing a water line leak at a hydrant and replacing an 80-foot iron pipe with Schedule 40 PVC at Burnt Corral Campground.
  • Installing a priority valve and a reduction valve at Grapevine Group Campground.
  • Installing a 4" reduction valve at Cholla Campground.

• Option Line Items: Address future water network issues through contract modifications, including potential hydrant relocation, leak repair (under or outside pavement), valve installation, and water pipe replacement.

• The contractor is responsible for repairing future leaks for one (1) year after the initial repair period.

• Asphalt repair must return the loop to its original shape after backfilling trenches.

• Contractor must coordinate with the COR for specific pipe replacements.

• Contractor must contact Arizona 811 before working near underground utilities.

• Base Portion: 60 days upon Notice to Proceed (NTP).

• Location: Tonto Basin Ranger District (TBRD), Tonto National Forest, primarily at Recreation Campgrounds along Roosevelt Lake and Apache Lake, including Cholla Campground, Windy Hill Campground, and Burnt Corral Campground.

• Contractor must provide all personnel, equipment, tools, and materials.

• Contractor is responsible for supervision, incidentals, and services in accordance with applicable codes.

• Contractor must verify pipe sizing and material.

• An OSHA 30-HR certified safety inspector is required.

• A dedicated site superintendent and quality control representative are required.

• Substitutions may be accepted as an "Approved Equal" subject to Contracting Officer approval.

• Submittals require review and approval within 14 calendar days.
