Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Tactical Combat Casualty Care (TCCC) Tier III training services for Combat Medic Corpsman – Aerospace Medicine Technicians. The training aims to standardize instruction across services, enhancing the proficiency of medical personnel in combat skills to reduce battlefield morbidity and mortality.

• Provide TCCC Tier III training services in accordance with the DHA/NAEMT approved curriculum.

• Execute the CMC-AMT course, including didactics, lesson plans, and hands-on curriculum.

• Develop and follow a 64-hour training schedule over an 8-day period.

• Incorporate training scenarios in multiple environments and execute a culminating FTX maximizing stress inoculation.

• Provide all necessary training resources, including personnel, materials, facilities, and equipment.

• Assist AFRC personnel with establishing DHA/NAEMT accounts for certification.

• Submit after-action reports and testing data.

• Maintain a 1:6 instructor to student ratio.

• Ensure classes do not exceed 30 participants.

• Provide full access to the standardized curriculum and electronic test via Deployed Medicine.

• Supply TCCC Tier III Medical Training equipment for up to 110 students.

  • Laundry facilities: Ensure availability for up to 110 personnel.
  • Sanitation facilities: Provide adequate sanitation (1 toilet per 10 personnel, 1 shower per 8 personnel).
  • Meal Provision: Serve three adult hot meals daily (breakfast, lunch, dinner) for up to 110 personnel, including box lunches/dinners on travel days. Meals must comply with USDA guidelines and dietary restrictions (no nuts, nut butters, or poppy seeds).

• Contractor Qualifications: Must be currently approved in writing by DHA/NAEMT to conduct TCCC Tier III.

• Government Furnished Items: AFRC units will provide specific requirements such as uniforms, personal hygiene items, reflective belts, water bottles, ear/eye protection, work gloves, and PT gear.
