Scope of Work

- Maintaining a 1:6 instructor to student ratio, with classes not exceeding 30 participants.

Training will occur at the contractor's facility, which must be equipped for practical application scenarios and capable of providing secure care, feeding, and housing for students.
Logistics & Special Requirements
- Transportation: Contractor to arrange dependable transportation to/from the nearest airport (within 150 miles) for up to 110 students.
- Lodging: Gender-specific, hard billeted lodging for up to 110 personnel, with laundry and adequate sanitation facilities.
- Meals: Three hot meals daily (breakfast, lunch, dinner) for up to 110 personnel, complying with USDA guidelines and dietary restrictions (no nuts, nut butters, or poppy seeds).
- Contractor Qualifications: Must be currently approved in writing by DHA/NAEMT to conduct TCCC Tier III.
- Cybersecurity: Cybersecurity Maturity Model Certification (CMMC) Level 2 is required for award.
Submission & Evaluation
Offerors must submit proposals in three volumes: Technical Capability, Past Performance, and Price. Technical Capability is a Go/No-Go gate requirement. Evaluation will consider technical capability (rated Acceptable/Unacceptable), past performance (recency, relevancy, quality), and price. An affordability evaluation for the initial 110-person training event is capped at $540,000.00; quotes exceeding this will be deemed unawardable. Award will be based on a best value approach.
