This purpose of this notice is to publish that an award has been made and this serves as notification pursuant to FAR 16.505(b)(2)(ii)(D).
The government awarded a Cost Plus Fixed Fee order under the CEIS2 Multiple Award Contract N6893623D0011 to Collins Aerospace located at 400 Collins RD NE Cedar Rapids, Iowa 52498-0505. The government awarded using FAR 16.505(b)(2)(i)(B) – Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Collins Aerospace is the only entity that sells the required services. Sourcing the services from another vendor is expected to result in a substantial duplication of costs to the government and unacceptable delays in fulfilling the agency’s requirement due to the necessary technical data and rights required. The redacted Justification for Exception to Fair Opportunity will be published within 14 days.
Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
