Statement of Need (SON)

This Statement of Need outlines the requirements to procure metal material for the manufacturing of a C-17 Partial Load Deck Trainer. This trainer is intended for the Air Force School of Aerospace Medicine (USAFSAM) to support the training of the Infectious Diseases Air Transport Course.

The scope of this effort involves the procurement of specific metal materials required to construct the C-17 Partial Load Deck Trainer. The trainer will be sized and configured for a Negatively Pressured Conex (NPC) and will include guardrails.

The contractor shall provide and deliver a detailed list of metal materials, including specific types, quantities, dimensions, and weights. Key materials include various aluminum plates, tubes, angles, and flat bars (e.g., 6061-T6, 7075-T7351), as well as stainless steel round and flat bars.

• Delivery Period: Expected to be 45 days after award.

• Place of Delivery: 502D Trainer Development Squadron, 664 A Street West, NW Corner of Building #241, Joint Base San Antonio - Randolph, TX 78150-4515.

• Material Ordering: Contractors should consider "Green" (energy efficient) materials. A Sustainable Products Identification Form is required.

• Delivery Inspection: Materials must be inspected by a Government official for shipping damage upon delivery. The contractor is responsible for any costs associated with damaged materials.

• Warranty: No warranty is required for this effort.

• Security Requirements: Contractors must comply with JBSA-Randolph Visitor Security procedures, including background checks and verification of U.S. citizenship for personnel requiring site access. Visitor information will be provided upon award.

• Vehicle Passes: Contractors must obtain vehicle passes from the JBSA-Randolph Visitor Center, providing a valid driver's license and proof of insurance.

• Government Furnished Property/Equipment (GFP/GFE): The Government will provide a forklift and man lift for contractor use during delivery.

• Contractor Employee Guidelines: Contractors shall not employ individuals identified as a threat to the installation's health, safety, security, or operational mission.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure material for manufacturing TDS METALS C-17 units for Dyess and Ellsworth Air Force Bases. The procurement is being issued as a Request for Quote (RFQ) on SAM.gov.

• Procurement of material to manufacture TDS METALS C-17.

• Material to be purchased and delivered to 502nd Trainer Development Squadron Warehouse, JBSA - Randolph, TX.

• Vendors must provide model number, extended, and total prices for the Schedule of Supplies.

  • Technical Factor: Rated acceptable or unacceptable based on the ability to provide and deliver the material to manufacture a TDS METALS C-17, as per the Statement of Need (Attachment 1) and Schedule of Supplies (Attachment 2).
  • Total Evaluated Price Factor: Based on the total evaluated price derived from the Schedule of Supplies.

• Best Value Determination: Lowest Price Technically Acceptable (LPTA) approach.

• RFQ Close Date: 6 May 2026 at 01:00 pm CST.

• Questions Deadline: 1 May 2026 at 1:00pm CST.

• NAICS Code: 332312 – Fabricated Structural Metal Manufacturing.

• Size Standard: 500 employees.

• Set-Aside: 100% Small Business Set-Aside.
