Contract Details

This will result in multiple Firm Fixed-Price IDIQ contracts. The contract term is seven (7) years, comprising a three (3) year base period and two (2) two-year option periods. The annual estimated contract value is $1.04 billion, leading to a total estimated value of $7.3 billion and a maximum ceiling of $11 billion. A one-time guaranteed minimum of $150,000 per awardee applies during the base period. The acquisition is Unrestricted, with a minimum of two (2) and a maximum of seven (7) awards planned, including a reserve of five (5) contract awards for small business concerns as per FAR 19.503. Submission & Evaluation

Proposals must be submitted through DIBBS. The evaluation will utilize Best Value Tradeoff procedures in accordance with FAR 15.101-1, where non-price factors are significantly more important than price. Evaluation criteria include:

  • Factor I: Past Performance – Confidence Assessment
  • Factor II: Technical Merit (Subfactors: Product Sourcing, Distribution, Small Business Participation)
  • Factor III: Price (requires pricing for at least 90% of the 165 items on the Price Evaluation List and one incidental service scenario). Offerors must include a completed FAR 52.212-3 (Offeror Representations and Certifications) with their proposal.
