Scope of Work
The contractor will serve as an independent and objective technical expert to:
- Conduct a thorough review of work products and deliverables submitted to USTDA under the SCMB Railway TA contract.
- Provide advisory services to USTDA, coordinating with the Asian Development Bank (ADB) and Swedfund.
- Review specific deliverables including: Initial Information Gathering, Transport Model Surveys, Subic-Clark-Manila-Batangas Transport Model, Port-Rail Integration Study, Preliminary Environmental Impact Assessment, Climate Risk Assessment, Environmental and Social Management Plan, Environmental Impact Assessment, Project Regulatory and Legal Analysis, Development Impact Assessment, U.S. Sources of Supply Analysis, and Final Report and Stakeholder Presentation.
- Travel to the Philippines may be required up to three times for up to five working days per visit.

Evaluation
Award will be based on a trade-off process, where non-price evaluation factors are significantly more important than cost or price. Evaluation factors include: General Sector Expertise, Sector and Technical Experience, Professional Experience of the Offering Firm and Proposed Personnel, Past Performance, and Price/Cost. The award will be made to the offeror representing the best value to the Government.
Eligibility
- Award is limited to U.S. Firms or U.S. individuals.
- Contractor and U.S. subcontractor employees must be U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States.
- Contractor use of subcontractors is limited to less than fifty percent of the proposed price.
- Offerors must be registered and have an active status in the System for Award Management (SAM.gov).
Additional Notes
This solicitation incorporates FAR clauses by reference. The contractor will not be eligible to compete for future USTDA funded activities resulting from this contract for four (4) years after completion of performance.
