Statement of Work (SOW) / Performance Work Statement (PWS)

To provide technical advisory support to the U.S. Department of Agriculture (USDA) for the transition of the Food for Peace program to USDA management. The goal is to assist USDA in understanding the program's unique requirements and adapting its systems and processes to bridge the operational and experience gap, ensuring USDA staff are prepared to implement the program efficiently and effectively.

The contractor shall provide technical advisors to perform analysis, design, development, testing, integration, logistics, program management, cost, financial, or management analysis related to the Food for Peace program transition. Key areas of advisory support include:

• Communications strategy, including branding and publicity in foreign and domestic markets, and bridging stakeholder gaps.

• Establishment and maintenance of prepositioned commodities, considering costs, risks, and supply chain logistics.

• Program operation, monitoring, and oversight in non-traditional, unstable, or hazardous environments, including risk assessment and third-party monitoring.

• Prioritization of geographies and commodities for food assistance programs, including funding allocation and reserve management.

• Addressing cross-cutting and emerging issues such as partnerships, quality reviews, non-emergency programming, and IT infrastructure needs.

• Biweekly Reports: Specific, verifiable reports detailing activities, obstacles, resolutions, and upcoming tasks.

• Process Guides: Succinct, easy-to-read guides covering required processes, free of errors.

• USDA Staff Training and Handover: Staff achieve a passing competency score of 90% in program operation tasks.

• Incentives/Disincentives: A 2.5% reduction in contract value for failure to meet acceptable quality levels for three consecutive months.

• Period of Performance: 12 months, with no opportunity for extension.

• Place of Performance: USDA facility in the Washington, DC area during regular business hours. Occasional coordination with overseas offices may require calls outside of regular business hours.

• Contractor's Key Personnel: Must possess the necessary breadth and depth of knowledge, skills, and experience.

• Point of Contact: A designated POC with delegated authority for day-to-day purposes, reachable during regular business hours, and an alternate POC.

• Government Furnished: Shared office space with workstations and some equipment will be provided.

• Travel: No travel outside the Washington, DC area is anticipated.

• Section 508 Compliance: Contractor must ensure Section 508 compliance for performance and delivery.

Solicitation / RFP / RFQ

This solicitation is for Technical Advisory Support Services to assist the USDA in understanding the unique requirements of the "Food for Peace" program and guiding the USDA in adapting its systems, processes, and procedures for the transition of this program to USDA management. The government anticipates awarding a firm-fixed-price requirements contract for a one-year base period, not to exceed 12 months.
