Sources Sought Notice

This Sources Sought Notice (SSN) is issued by the Federal Highway Administration (FHWA) Office of Safety for market research purposes. It is not a solicitation for proposals, abstracts, or quotations. The FHWA is seeking to identify potential sources capable of providing "Technical Assistance and Support to the National Safe Streets and Roads for All (SS4A) Technical Assistance Center." The goal is to understand the availability and capabilities of qualified sources to inform procurement methods.

The contractor will be responsible for researching, producing, organizing, and disseminating information related to the SS4A Program. Key tasks include:

• Task 1: Kickoff Meeting and Project Management: Initial virtual meeting with FHWA personnel to discuss task order administration, roles, responsibilities, and the contractor's technical approach and work plan.

• Task 2: Development and Delivery of Technical Assistance, Marketing Products, and Educational Outreach Programs:

  • Develop informational and educational programs for various audiences.
  • Maintain the SS4A Virtual Clearinghouse website.
  • Maintain a library of SS4A materials and ensure compliance with Section 508.
  • Operate an email address for SS4A inquiries.
  • Support continuous improvement through data analysis and automation.
  • Help users access resources and train them on their use.
  • Review and improve the effectiveness of the Technical Assistance Center and website.
  • Conduct informational and educational programs nationwide.
  • Provide planning, logistics, and hosting for SS4A events.
  • Develop training curricula and promotional materials.

• Task 3: Customized Technical Project Management Assistance:

  • Maintain a Community of Practice for SS4A recipients.
  • Provide customized technical assistance for grant recipients.
  • Develop specific training programs for local SS4A program coordinators.
  • Conduct specialized technical training for SS4A recipients.
  • Provide case studies, best practices, and evaluation tools.

• Task 4: Technical and Communication Coordination:

  • Collaborate with FHWA, other Federal partners, and local organizations.
  • Plan, organize, host, and attend meetings and conferences.
  • Develop reports on active grants and Technical Assistance Center activities.
  • Maintain a repository of SS4A project evaluations and noteworthy practices.
  • Provide communication and information to advance program awareness.

• Period of Performance: 3 years (July 2026 - July 2029).

• Place of Performance: Hybrid environment (contractor facilities, government facilities, telework), with occasional national travel.

• Response Content: Interested parties should submit a Capability Statement (max 4 pages) including:

  • Point of Contact information.
  • Anticipated NAICS code (541990) and business classifications (Small Business, Woman-owned, 8(a), Large, etc.).
  • Listing on governmentwide vehicles (e.g., GSA OASIS).
  • Description of technical capabilities and relevant experience.
  • Description of potential staff expertise.
  • Details of similar completed projects.
  • Experience with SS4A grant recipients.
  • Suggestions for modifying SOW tasks for best value.

Market research will consider small business concerns, including SDVOSB, HUBZone, 8(a), SDB, and woman-owned businesses, to determine the level of competition and procurement method.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal technical assistance and support to the National Safe Streets and Roads for All (SS4A) Technical Assistance Center. The goal is to help SS4A grant recipients, many of whom are new to Federal grant processes, successfully administer grants and implement their roadway safety plans and projects.

• Research, produce, organize, and disseminate information related to the SS4A Program.

• Maintain and update a national "Clearinghouse" website with SS4A materials.

• Develop and deliver technical assistance, marketing products, and educational outreach programs.

• Provide customized technical project management assistance to grant recipients.

• Support the FHWA SS4A team with technical and communication coordination.

• The SS4A program involves grants that typically require 2-5 years to complete. The anticipated timelines necessitate continued support through a Technical Assistance Center, potentially extending through the end of 2032 or beyond.

• Travel to sites around the country is anticipated for conducting programs and training.

• All materials produced must be compliant with Section 508 of the Rehabilitation Act of 1973.

• The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services.

• The Contractor shall not be supervised or controlled by the Government, but shall be accountable to the Contractor, who is responsible to the Government.

• The Contractor shall perform to the standards outlined in the SOW.
