Evaluation
Award will be made to the responsible offeror whose proposal provides the best value to the Government, considering price, delivery lead times, and past performance. Evaluation will be conducted in accordance with FAR 13.106-2(b)(3). The Government reserves the right to award to other than the lowest-priced offer. A single award is anticipated for all items; partial quotes may be deemed unacceptable.
Additional Notes
Offerors must fill out, sign, and return the entire solicitation. Any exceptions to terms, conditions, specifications, or the Statement of Work (SOW)/Performance Work Statement (PWS) must be explicitly noted, and technical specification sheets are required for material exceptions. Failure to provide these sheets for exceptions will result in a nonresponsive offer. Payment will be processed via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006. Contractors will need to comply with the Defense Biometric Identification System (DBIDS) for access to Navy installations.
