Market Survey Announcement

The Federal Aviation Administration (FAA) Airport Technology Research & Development (ATRD) Pavement Research Program is conducting a market survey to identify capable sources for technical, engineering, scientific, software, construction, and program management support for pavement research. This is not a solicitation for proposals.

The anticipated contract will involve broad technical support and construction services for pavement research, design, testing, software support, and specialized airport pavement engineering tasks. Major areas include:

• Technical Support Services

• Pavement Design & Evaluation Research and Development (R&D)

• Materials Research & Development

• Pavement Evaluation Services

• Software Engineering Support

• Pavement Management Research Support

• Surveying, Mapping, and Stakeout

• Design/Build Construction Services

• Contract Type: Anticipated Indefinite Delivery, Indefinite Quantity (IDIQ) with labor-hour, Time and Material (T&M), and/or fixed-price task orders.

• Place of Performance: FAA facilities in Atlantic City, NJ; Williston, FL; and selected field sites at U.S. airports.

• Period of Performance: To be determined (TBD), anticipated to be a minimum of five years.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the Technical Support and Design/Build (D/B) Construction services required by the Federal Aviation Administration (FAA) Airport Technology Research & Development (ATRD) branch, Pavement Research & Development (R&D) Section. The Pavement R&D Section conducts research to support FAA Advisory Circular standards and specifications related to airport pavement design, construction, and evaluation.

This contract covers a broad range of support and construction services for FAA pavement testing, including design, planning, construction, instrumentation, testing, monitoring, analysis, and reporting. Support also includes modeling, simulation, Quality Control (QC), and software engineering.

Key areas of work include:

• Pavement Testing, Research, and Data Analysis: Planning and execution of research, development, and testing; analysis of data; use of FAA software (e.g., FAARFIELD, FEAFAA) and analytical tools; pavement condition inspections; technical documentation and presentations; database development.
• Airport Pavement Design and Evaluation R&D Support: Developing advanced design and evaluation methods, including AI and machine learning integration, for flexible and rigid pavements, considering factors like high tire pressures, extreme gear loads, and environmental conditions. This includes support for FAARFIELD, ML-based design, Aircraft Classification Rating (ACR/PCR), Frost and Permafrost Design, Extended Airport Pavement Life Design Methods, and Stabilized Base Design Criteria.
• Airport Pavement Materials Research and Development Support: Developing specifications for new pavement material technologies, including recycled materials, and supporting research on material characterization and pavement performance models.
• Pavement Evaluation Support: Conducting structural and functional pavement evaluations using Non-Destructive Testing (NDT) equipment and methods, assessing pavement roughness, skid resistance, and hydroplaning risks.
• Airport Pavement Software Engineering Support: Development and maintenance of FAA ATRD pavement software, including UI improvements, integration of technical features, and testing.
• Airport Pavement Management Research and Development Support: Research on pavement management systems, planning, and decision-making, including data collection, database management, and development of Life-Cycle Cost Analysis models.
• Surveying, Mapping, and Stakeout Support: Providing surveying, mapping, and stakeout capabilities for research activities.
• Design/Build Construction Services: Providing labor, materials, equipment, and services for the design and construction of instrumented airport pavements and associated data acquisition systems. This involves two phases: Airport Pavement Engineering Design Services and construction/testing.

Work must be performed in accordance with applicable FAA Advisory Circulars, local building codes, safety regulations, and environmental requirements. Quality management compliance is required, ensuring professional quality, technical accuracy, and coordination. Specific performance indicators and reporting requirements will be detailed in individual Task Orders (TOs).

Work is generally performed during FAA's regular working hours (Monday-Friday, 6:00 a.m. - 6:00 p.m.), excluding Federal Holidays, unless otherwise specified. Work outside regular hours requires written request. Specific locations are FAA ATRD Pavement facilities, which may be secured and gated.

• Contract Management: Contractor must designate a Program Manager (PM) and an alternate. Responsibilities include planning, execution, budgeting, scheduling, and coordination.
• Government Furnished Property (GFP): Contractor must track and account for all GFP provided.
• Safety: Adherence to OSHA and FAA safety standards is mandatory, including a Safety Plan, trained personnel, HAZCOM program, and appropriate PPE.
• Deliverables: Various deliverables are required, including Transition-In Plan, Monthly Reports, ROM, Progress Meeting Agendas/Minutes, Quarterly Program Reviews, Transition-Out Plan, Task Order Deliverables, Data Deliverables, Technical Reports, and publications. Electronic deliverables are required in specified formats.
• Coordination: Close cooperation with FAA personnel and other contractors is required. Conflicts must be referred to the Contracting Officer (CO).
