Scope of Work

• Evaluating potential direct, indirect, and reasonably foreseeable environmental impacts across various resource areas (e.g., land use, air quality, water resources, biological resources, socioeconomics, traffic, waste management, human health and safety).
• Developing a detailed statement of existing and future conditions at SNL/CA.
• Preparing a draft and final SWEA document and a determination (e.g., Finding of No Significant Impact - FONSI).
• Supporting public and stakeholder input, including Cooperating Agencies and Native American Tribes.
• Preparing an Administrative Record (AR) documenting all deliverables.
• Ensuring compliance with NEPA of 1969, DOE NEPA Implementing Procedures, DOE Policy 451.1, and NNSA Policy NAP-451.1. Work is primarily remote, with authorized travel for on-site support.

  2. Staffing Approach: Pass/Fail for minimum acceptability, detailing sufficient staffing levels, qualifications, and organizational structure.
  3. Cost/Price: Evaluated for reasonableness and fairness. The lowest priced, technically acceptable quote will be selected. No trade-off analysis will be performed.
