Scope of Work
The non-personal services contract will provide technical support to USAG-Redstone DPW, primarily at Redstone Arsenal, Alabama. Services include specialized database management and analysis, facility and real property survey, geographic information systems (GIS) support, quality assurance, drafting, and engineering. These services maintain reimbursable programs and activities supporting various tenant missions. Key tasks detailed in the draft PWS include:

Requested Information / Capability Statement Requirements
Interested 8(a) certified small businesses must submit a capability statement (maximum 10 pages) addressing:
- Corporate Information: Company details, UEI, CAGE code, Point of Contact.
- Socio-Economic Status: Confirmation of 8(a) certification and graduation date, other small business designations.
- Capability, Experience, and Requirement Feedback:
- Past Performance & Technical Experience: 2-3 relevant contracts (last 5 years) related to DPW, facility management, or garrison technical support, including experience with Army/IMCOM systems, planning, GIS, energy conservation, IDIQ construction contract administration, and municipal services inspection.
- Scale, Capacity, and Local Presence: Experience managing Federal contracts over $4M/year, financial capacity, recruiting pipeline, Facility Clearance (FCL) status, and plans for local presence near Redstone Arsenal.
- Subcontracting Strategy: Plans to meet FAR clause 52.219-14 self-performance (50% of personnel cost) and strategy for Mentor-Protégé JVs or subcontractors.
- Feedback on Draft PWS: Comments on unclear/restrictive tasks, commercial practices, labor category appropriateness, and realism of the 30-day transition-in period.
