Performance Work Statement (PWS)

This PWS outlines the requirements for providing Technical Support Services (TSS) to the U.S. Army Garrison – Redstone Arsenal (USAG-Redstone) Directorate of Public Works (DPW). The goal is to support various DPW divisions in maintaining reimbursable programs and activities essential for tenant missions.

The contractor shall provide non-personal services including specialized database management, facility and real property survey, GIS support, quality assurance, drafting, and engineering. Services will support DPW divisions such as Master Planning, Operations and Maintenance, Engineering, and Business Operations and Integration. Key tasks include:

• Real Property Management: Data collection, validation, space management, audit readiness, and system updates (GFEBS, ePRISMS, HQIIS).

• BUILDER Database Management: Inputting data for facility condition assessments.

• Quality Assurance Surveillance: Inspecting municipal services contracts.

• GIS Support: Data collection, processing, and cataloging for the Redstone Arsenal GIS database.

• Drafting Services: Preparing technical drawings using Microstation software.

• Engineering Support: Analyzing building and infrastructure systems, providing design solutions.

• Energy Support: Assisting the Energy Office with conservation, monitoring, and control systems.

• Job Order Contract (JOC) Administrative Support: Managing JOC documentation and processes.

• Special Studies: Providing turn-key support for studies as required by DPW.

• Contractor must meet performance standards outlined in the PWS and Technical Exhibit A (Performance Requirements Summary).

• Deliverables must meet suspense dates and be accurate.

• Service Contract Reporting (SCR) is required via www.sam.gov for contracts exceeding $3 million.

• Services are to be performed primarily at Redstone Arsenal, Alabama.

• The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) with five one-year ordering periods.

• Non-personal services contract.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Personnel security clearances and installation access requirements must be met.

• Anti-Terrorism (AT) Level I training and iWATCH training are mandatory for contractor employees.

• Operational Security (OPSEC) and Information Assurance (IA)/Information Technology (IT) training/certification requirements apply.

• Contractor must provide an onsite Program Manager (PM) and Alternate PM.

• Contractor is responsible for providing all personnel, equipment, and supplies not specified as Government-furnished.

Request for Information (RFI) / Sources Sought Notice

This RFI is issued by the Army Contracting Command – Redstone Arsenal (ACC-RSA) to conduct market research for a follow-on contract for Technical Support Services (TSS) for the USAG-Redstone Directorate of Public Works (DPW). The anticipated follow-on contract is a competitive 8(a) set-aside with an estimated value of approximately $24M over a five-year ordering period (January 6, 2027 – January 5, 2032).

Interested 8(a) certified small businesses are requested to submit a capability statement addressing:

• Corporate Information: Company details, UEI, CAGE code, POC.

• Socio-Economic Status: Confirmation of 8(a) certification and graduation date, other small business designations.

• Capability, Experience, and Requirement Feedback:

  • Past Performance & Technical Experience: 2-3 examples of recent relevant contracts (last 5 years) related to DPW, facility management, or garrison technical support, including contract details, work description, customer POC, and specific experience with Army/IMCOM systems, planning, GIS, energy conservation, IDIQ construction contract administration, and municipal services inspection.
  • Scale, Capacity, and Local Presence: Experience managing Federal contracts over $4M/year, financial capacity, recruiting pipeline, Facility Clearance (FCL) status, and plans for local presence near Redstone Arsenal.
  • Subcontracting Strategy: Plans to meet the FAR clause 52.219-14 self-performance requirement (50% of cost for personnel) and strategy for utilizing Mentor-Protégé JVs or subcontractors.
  • Feedback on Draft Requirement: Comments on the DRAFT PWS regarding unclear/restrictive tasks, suggestions for commercial practices, appropriateness of proposed labor categories, and realism of the 30-day transition-in period.
