Statement of Work (SOW)

This SOW outlines the requirements for a one-time, non-personal Technical Surveillance Countermeasures (TSCM) survey service to be performed at NASA Langley Research Center (LaRC) in Hampton, Virginia. The objective is to detect, deter, and neutralize potential technical surveillance threats against LaRC facilities and personnel.

The contractor will provide a complete TSCM survey, including:

• Routine Physical Survey: Examination of designated spaces for concealed electronic eavesdropping devices and unauthorized technical modifications.

• Radio Frequency (RF) Signal Survey: Detection, identification, and analysis of RF signals.

• Acoustic/Physical Security Assessment: Evaluation of physical and acoustical security, identification of deficiencies, and recommendations for corrective actions.

• Telephone and Communication Infrastructure Inspection: Inspection of telephone and communication systems for unauthorized interception devices or tampering.

• TEMPEST/Emanations Review (as applicable): Preliminary assessment of electronic equipment for emanation security vulnerabilities.

• Period of Performance: Estimated at [45] business days for Pre-Survey Coordination, [5] business days for Survey Execution on-site, and within 10 business days for Reporting, not to exceed [180] calendar days from contract award.

• Place of Performance: NASA LaRC, Hampton, Virginia.

• Verbal Out-Brief / Preliminary Findings

• Draft TSCM Survey Report (within 5 business days of completion)

• Final TSCM Survey Report (within 10 business days of completion)

• Chain-of-Custody Documentation (if applicable)

• Corrective Action Summary

• Personnel Security: Minimum active Secret security clearance, valid TSCM Certification, and compliance with NASA LARC access control policies.

• Physical Security: Contractor personnel must be escorted in controlled/restricted areas and are prohibited from bringing unauthorized items.

• Information Security: Sensitive information must be handled, marked, stored, and transmitted according to NASA policies and NIST SP 800-171.

• Organizational Conflict of Interest (OCI): Contractors must notify the Contracting Officer immediately if an OCI arises.

• Government-Furnished Information (GFI): Includes building access coordination, facility floor plans, and Points of Contact (POCs).

• Contractor-Furnished Equipment: Contractor must provide all necessary survey equipment and instrumentation.

• Work Hours: Generally 6:00 AM to 8:00 PM, Monday through Friday, with potential for after-hours/weekend surveys with COR approval.

• Quality Control: Performance will be evaluated based on survey coverage, deliverable timeliness, report accuracy, and professional conduct.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for a one-time Technical Surveillance Countermeasures (TSCM) Survey Service. The National Aeronautics and Space Administration (NASA) Shared Services Center is issuing this RFQ.

This solicitation includes the following sections:

• The contract type is anticipated to be Firm Fixed Price (TBD).

• Quotes must be submitted via email to Lindsey McLellan at lindsey.m.mclellan@nasa.gov.

• Contractual and technical questions must be submitted in writing (email) to Lindsey McLellan by 5/26/2026 at 4:00 p.m. CT. Telephone questions will not be accepted.

• Quotes shall remain valid for 30 days.

• Submitted quotes must list two points of contact with name, phone number, and email address.

• The Government will award the contract to the responsible Offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA).

• This procurement is set aside for small business.

• Offerors must be registered at www.sam.gov to be considered for award.
