Evaluation
Award will be made to the responsible offeror whose quote, conforming to the solicitation, is determined to be the best overall value, considering price and other factors. Non-cost/price factors are more important than the cost/price factor; however, cost/price remains a significant consideration. The Government may award without discussions but reserves the right to conduct them if necessary. Quotes must include a course syllabus, training materials, class schedule, itemized cost of course, itemized travel expenses, and itemized list/cost of courseware/materials. Offerors must satisfy all performance criteria; exceptions will render an offer unacceptable.
