Sources Sought

This document is a Sources Sought notice, not a Request for Quotation, issued for information and planning purposes only. MacDill Air Force Base is seeking information to determine potential sources for a comprehensive, managed uniform program for vehicle technicians. This includes the supply, professional laundering, and maintenance of work uniforms.

• Provision of all personnel, equipment, tools, materials, supervision, and services for a managed uniform program.

• Ensuring technicians have access to clean, safe, and professional work attire at all times.

• A Statement of Need is attached for further details.

• The North American Industry Classification Systems (NAICS) Code proposed is 812331, with a size standard of $40M.

• The requirement is being considered under a small business set-aside program.

• Interested parties should submit a capabilities package demonstrating their company's ability to meet the requirement.

• The package should include:

  • Unique Entity ID number
  • Cage Code
  • System for Award Management expiration date
  • Any related specifications/drawings

• Companies must indicate if they are a supplier or manufacturer.

• Information on teaming agreements should delineate responsibilities.

• The Government will use this information to determine its small business set-aside decision.

• Responses are due no later than 8 April 2026 at 1:00 PM EST.

• Responses must be submitted electronically to jill.warye@us.af.mil. Telephone responses will not be accepted.

• Market research is being conducted to determine interest, capability, and socio-economic category of potential sources.

• The government requests information on business size (annual revenues, employee size), business status (e.g., 8(a), HUBZone, SDVOSB, WOSB, VOSB, small business), anticipated teaming arrangements, and similar services offered.

• Respondents are requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees.

• All contractors must be registered in the System for Award Management (SAM) database (www.sam.gov).

• Future information, including quotations and amendments, will be issued through GSA or SAM.gov.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a comprehensive, managed uniform program for vehicle technicians at MacDill Air Force Base (AFB). The program aims to ensure technicians have access to clean, safe, and professional work attire at all times, thereby improving safety, hygiene, and operational efficiency.

• Provide a full-service uniform rental and laundering program.

• Supply a sufficient inventory of durable, high-quality, three-piece work uniforms (short-sleeve shirt, matching pants, matching jacket) in dark blue, comparable in quality to Carhartt and Dickies brands.

• Manage professional laundering services, including regular pickup and delivery of soiled uniforms, compliant with industry standards for hazardous material removal and hygiene.

• Perform garment inspection and repair for normal wear and tear during laundering cycles. Replace damaged or excessively worn garments at no cost to the government.

• Manage uniform inventory to ensure adequate supply, including tracking garments and assigning them to individual employees.

• Establish a flexible pickup and delivery schedule to minimize operational disruption.

• Base year, two option years, and a 6-month extension.

• Delivery and pickup every Wednesday between 0900 and 1400.

• Location: Building 500, 7412 Hillsborough Loop, Tampa, FL 33621 (MacDill AFB).

• Uniforms: 7 sets per technician, consisting of one top, one bottom, and one jacket.

• Warranty covers manufacturing defects and normal wear and tear. It does not cover damage from misuse, abuse, unauthorized alterations, lost/stolen items, or exposure to hazardous materials.
