Quick Summary
The Department of the Navy, Director of Submarine Programs (DSP), Undersea Submarine Acoustic Systems Program Office (PMS 401), is conducting market research for a future Indefinite Delivery-Indefinite Quantity Multiple Award Contract (IDIQ-MAC) for the Technology Insertion (TI) Acoustic-Rapid Commercial Off-the Shelf (COTS) Insertion (A-RCI) program. This Sources Sought/RFI aims to gauge industry interest and capabilities for providing supplies and support for the A-RCI program, which delivers processing and display upgrades to submarine SONAR sensors. Responses are due by June 17, 2026.
Purpose & Scope
The A-RCI program is critical for maintaining U.S. Navy submarine superiority by upgrading SONAR sensors. It is transitioning to Infrastructure Baselines (IBs) to reduce variants across the fleet. The planned IDIQ-MAC will cover a variety of supplies and services for developing/continuing hardware and software solutions, and associated Integrated Logistics Support in the maritime domain. The RFI seeks feedback on five functional areas:
- Cabinet Design & Production: Design, engineering, testing, and production of server cabinets constrained by submarine platform SWAP-C.
- Sensor Processing Software: Development of containerized software for acoustic and non-acoustic sensor processing, including signal conditioning, beamforming, detection, tracking, and array health monitoring.
- Fleet Support: Coordination and provision of qualified technicians for resolving in-service issues, installation support, hardware repairs, and supply support, including a 24-hour hotline.
- Certification Support Lab: Provision of space, resources, setup, and support services for populating and maintaining test bays for integration and certification testing of A-RCI and SWFTS systems.
- Logistics Support: Development, update, and maintenance of Interactive Electronic Technical Manuals (IETMs) and training products to support operation and maintenance of SONAR systems.
