Sole Source Justification
The government intends to sole source this requirement to Tektronix, Inc. (CAGE Code 80009) because they are the Original Equipment Manufacturer (OEM) and possess proprietary rights, limited data rights, and the necessary specialized experience, technical capability, and parts. Obtaining the required knowledge, drawings, or alignment procedures from other sources in a timely manner is not feasible, with reverse engineering estimated to take over two years.
Submission & Eligibility
This solicitation is issued under FAR Part 13, with a synopsis exception under FAR 5.202(a)(13). While the intent is sole source, all responsible sources may submit a capability statement for agency consideration. The government retains discretion on whether to conduct a competitive procurement.
