This initiative aims to replace traditional landline telecommunication circuits with a single-vendor, highly reliable, modernized solution capable of supporting 24x7 mission needs across multiple MSTS locations. Scope of Work
MSTS currently uses a centralized VoIP system with traditional landline services across sites including NNSS, North Las Vegas Facility (NLV), Remote Sensing Labs (RSLN, RSLA), Special Technologies Lab (STL), Livermore Operations (LO), and Los Alamos Operations (LAO). The objective is a single vendor solution for all locations, supporting over 1.5 million calls annually and more than 25,000 DIDs.
The required solution design must address:
- Single vendor solution for ordering, billing, inquiries, and support, with U.S.-based support by U.S. citizens.
- Provision of new transport/delivery circuits (e.g., fiber/ethernet/SIP) and on-prem vendor equipment (router, SBC, T1/PRI handoff).
- Incoming DID and 800# service, along with local, 800, and long-distance dialing.
- Support for General Dynamics vIPer phones (secure mode) and faxing.
- POTS line replacement solution.
- Web-based status, reporting, and call redirection tools.
- Spam/auto-dialed call blocking and 911 support.
- Billing organized by location.
Considerations for the solution include reliability, cost, complexity, local site survivability, service level agreements, and 911 support. MSTS is seeking a long-term subcontract.
