TELEHANDLER - Walker River Irrigation Project

Statement of Work (SOW) / Performance Work Statement (PWS)

To efficiently receive and move materials to work sites throughout the Walker River Indian Irrigation Project (WRIIP).

This project involves acquiring a telehandler that meets specific towing limitations of a service truck. Key requirements for the telehandler include:

• Delivery timeframe: Scheduled between 8 am - 4:30 pm, Monday to Friday, at WRIIP in Schurz, NV.

• Operating weight: Between 10,000 and 12,000 pounds.

• Cab: Must be enclosed.

• Lift height: A maximum lift height of 19 feet or more.

• Attachments: Must include a bucket and pallet forks.

• Warranty service: Vendor must provide on-site repairs in Schurz, NV, or transport to a shop within 100 miles.

• Delivery and service location: WRIIP in Schurz, NV.

• The government will provide the operator to offload the telehandler at the Western Nevada Agency, 311 E. Washington St., Carson City, NV 89701-4065.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, specifically for a telehandler. The government is procuring this item to meet the needs of the Western Nevada Agency.

• The primary deliverable is one (1) Telehandler, meeting or exceeding the specifications of a Skyjack SJ 519 TH, or an "equal" product.

• The product must meet salient physical, functional, and performance characteristics.

• Delivery is required within 60 days after award.

• The offeror must be an authorized reseller of the quoted solution.

• The contract will be a Firm-Fixed-Price (FFP) Purchase Order.

• The anticipated period of performance or delivery date is 60 days after award.

• The NAICS code is 333120, Construction Machinery Manufacturing, with a small business size standard of 1,250 employees.

• Quotes must be submitted electronically via email to melanie.schiaveto@bia.gov.

• The subject line of the email must be: "Company Name Quote in Response to 140A1126Q0047".

• The quotation due date and time is specified on the SF 1449 (06/03/2026 at 1700 local time).

• Key submission components include Company Information (Unique Entity ID, Contact Name, RFQ Number, Quote Date), Specification Sheet of proposed equipment, and Pricing.

• Offerors must also submit a signed and completed IEE Representation Form and DIAR 1452.280-4.

• Evaluation will be based on Technical Acceptability (meeting specifications, delivery timeframe, and authorized reseller status) and Price. After technical acceptability is determined, price will be the determining factor.

• Contractor inquiries must be submitted via email by 5:00 PM Pacific Time, May 27, 2026.

• This requirement is set-aside 100% for Indian Small Business Economic Enterprises (ISBEEs).

• The performance location is Western Nevada Agency, 311 E. Washington St., Carson City, NV 89701-4065.

• All applicable Federal, State, and local taxes and duties must be included in the contract price.

• The quote amount must be inclusive of all costs to complete the requirement.
