Scope of Work
The contractor will provide a comprehensive SIP-based telecommunications solution, including:
- SIP Service Delivery: Supply and implement a fiber-optic based SIP service for local, long-distance, and international calling.
- Network Hardware: Provide, install, and configure Session Border Controllers (SBCs) to ensure secure network separation and interface with existing infrastructure.
- Legacy System Integration: Convert SIP signaling to 16 PRI connections within Building 4397, compatible with the existing legacy phone switching equipment (Cisco 8300 series ISRs with NIM-8MFT-T1/E1s, NI2 standard).
- Call Capacity: Support a minimum of 368 concurrent calls.
- Numbering Plan: Service approximately 25,000 telephone numbers, including specific (252) area code blocks.
- Transition: Execute a phased migration, including a test bank of numbers and simultaneous porting, with available maintenance windows and rollback procedures.
- Performance Standards: Maintain 99.99% SIP trunk uptime and achieve a Mean Time To Restore (MTTR) of 4 hours or less for outages.

- Subcontracting: Commercial carrier services are considered subcontracts, subject to FAR 52.219-14, requiring the prime contractor to perform at least 50% of the work.
