Purpose & Scope
The objective is to provide high-quality, effective, and efficient teleradiology solutions to over 130 VHA facilities nationwide, addressing staffing shortages and a national radiologist shortage. The contractor will provide Board Certified or Board Eligible Radiology Physician Services for the interpretation of approximately 138,000 diagnostic imaging exams annually, including CT/CTA, digital x-ray, ultrasound, and MRI/MRA. Services require electronic transmission of images and reports, and maintenance of a reliable, secure teleradiology PACS.
Contract Details
- Contract Type: Single-Award Indefinite Delivery / Indefinite Quantity (IDIQ)
- Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB)
- Period of Performance: Five (5) years (12-month base year + four 12-month option years)
- Place of Performance: Primarily Contractor facilities (CONUS/non-foreign OCONUS)
- Coverage: 24 hours a day, 7 days a week, 52 weeks a year, including Federal holidays.
Key Requirements & Performance Standards
- Turnaround Times: STAT exams within 60 minutes; Routine exams within 72 hours.
- Physician Qualifications: Current, full, unrestricted licenses; Board Certified or Board Eligible.
- Technical: Contractor must have or be eligible for a national Memorandum of Understanding (MOU)/Interconnection Security Agreement (ISA). Provide 24/7/365 IT support. HL7 integration with VA PACS and EMRs will require separate integration/validation per VistA/Oracle Health site (estimated 90-120 days).
- Compliance: Adherence to ACR and Joint Commission standards, VA security and privacy requirements (including background investigations, data protection, PII handling), and immediate notification of critical findings.
- Reporting: Ongoing Professional Practice Evaluations (OPPE), weekly, monthly, quarterly reports, and a Quality Control Program (QCP) Plan.
Submission & Evaluation
Offerors must submit pricing using the provided Attachment D Proposal Price Template (Excel format), ensuring all five ordering periods and CLINs are priced with unit prices limited to two decimal places. A 3% Service Level Agreement (SLA) fee is included. The solicitation is for a new requirement with no incumbent. Past performance evaluation requires a $6 million annual dollar value.
