This form is critical for any bidder intending to participate in opportunities set aside under the Buy Indian Act. Bidders must accurately complete this self-certification to demonstrate their eligibility. Failure to meet the IEE definition or provide accurate information can lead to disqualification or penalties.

Sources Sought Notice

This notice is a Sources Sought for market research to determine compliance with the Buy Indian Act and to assess the feasibility of a set-aside for Teleradiology Services for Diagnostic Interpretation of Radiologic Studies for the Bemidji Area. It is not a Request for Quote (RFQ).

• The contractor shall provide services necessary to perform Teleradiology Services for Diagnostic Interpretation of Radiologic Studies, as specified in a Performance Work Statement (PWS).

• NAICS Code: 621512-06 Teleradiology Equipment and Service.

• Place of Performance: Bemidji Area Service Units, including Cass Lake IHS, Red Lake IHS, and White Earth IHS.

• Response Date/Time: 05/26/2026 @ 2 pm CST.

• This is a market research tool, not an RFQ. Interested firms should respond in writing.

• Responses must include:

  • Company name
  • Point of contact information
  • FSS/SEWP Contract number (if applicable)
  • DUNS or SAM Unique Entity Identifier
  • Tax ID number
  • Business category (IEE or ISBEE)
  • Capability statement addressing qualifications and ability to provide the services.

• The Indian Health Service (IHS) Contracting Officer will give priority for purchases by utilizing ISBEE set-asides to the maximum extent possible, in accordance with the Buy Indian Act.

• Businesses must be an Indian Economic Enterprise (IEE) or Indian Small Business Economic Enterprise (ISBEE).

• Offerors must self-certify eligibility on the designated IHS Indian Economic Enterprise Representation form and identify the Federally Recognized Indian Tribe or Alaska Native Corporation upon which they rely for IEE status.

• Prospective contractors must be registered in the System for Award Management (SAM).

• The government is conducting market research to determine if there is reasonable expectation of obtaining offers from two or more Indian Economic Enterprises (IEE).

Performance Work Statement (PWS)

To provide teleradiology services for the diagnostic interpretation of radiologic examinations for the Indian Health Service (IHS) Bemidji Area, specifically for Red Lake IHS Hospital, Cass Lake IHS Hospital, and White Earth Health Center.

• Interpretation of routine and STAT diagnostic imaging (X-rays, CT, MRI, ultrasound, etc.).

• Subspecialty reads as needed.

• After-hours, weekend, and holiday coverage.

• Electronic delivery of signed radiology reports via secure, HIPAA-compliant systems.

• Real-time consultation availability with IHS providers.

• STAT Read Turnaround: ≤ 30 minutes (95% compliance)

• Routine Read Turnaround: ≤ 24 hours (95% compliance)

• Report Accuracy: ≥ 98%

• System Availability: ≥ 99%

Base Period: October 1, 2026 – September 30, 2027 Four (4) Option Years follow.

• Interpreting radiologists must be board-certified/eligible, licensed, and possess teleradiology certification.
• Radiologists must have no sanctions from Medicare/Medicaid or other federal agencies.
• Contractor must be accredited by The Joint Commission or similar organization.
• Minimum of two (2) radiologists required, with MQSA certification for mammography.
• Services must be delivered via a HIPAA-compliant, FDA-approved teleradiology platform.
• Contractor responsible for secure data transmission and storage (FISMA, NIST 800-53).
• Must support integration with existing IHS systems (PACS, EHR).
• Contractor must provide monitor QC records and physicist quality control testing for mammography.
• Contractor must provide training on secure platforms/software within 14 days of award.
• Contractor must possess a DICOM teleradiology system capable of interfacing with IHS PACS.
• Contractor must complete Interconnection Security Agreement and Business Associate Agreement.
• Security plan for patient data, including server locations and encrypted wireless systems (FIPS-140 compliant).
• Compliance with Section 508 and WCAG 2.0 Level AA standards for Electronic and Information Technology (EIT).
