Scope of Work
This solicitation requires the provision of personnel, training, resources, and protective gear to accomplish tasks outlined in Attachment A – Position Descriptions. Staff contractors will support Capital Development, Projects & Construction, Business Management, and Maintenance & Operations sections. All work will be performed on-site at the Long Beach VA facility; no remote or hybrid positions are authorized.

Offerors must be able to provide all listed labor categories; proposals with only selected positions will not be considered technically acceptable. The Interior Design Assistant role mentioned in previous Q&A should be disregarded as it is not part of the current requirement. There is no minimum experience requirement for personnel, but bidders must ensure the number of personnel proposed is sufficient to meet required hours.
Contract Details
- Contract Type: Firm Fixed-Price (no price adjustments after award).
- Period of Performance: One base period with two one-year option periods.
- Award: The requirement will be awarded to a single qualified Vendor.
- Location: Long Beach, CA.
- Standards: All positions are subject to Service Contract Labor Standards (SCLS)/Wage Determinations for Los Angeles County.
Eligibility & Set-Aside
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Only SDVOSBs verified on SAM.gov at the time of proposal submission and award will be considered.
Submission & Evaluation
- Proposal Due Date: April 27, 2026, by 5:00 PM PDT.
- Submission Method: Proposals must be submitted via email to daniel.kneizeh@va.gov. Multiple or single combined files are accepted.
- Evaluation: Award will be made under FAR Part 13 procedures to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, provided the price does not exceed available funding and is found to be reasonable. Price is the sole evaluation factor. Special Standards of Responsibility, including specific certifications and education requirements, are listed for key personnel roles.
Important Notes

Estimated onboarding is 3-5 weeks after award, and full background checks are required prior to full access. The Government will provide workspace, equipment, and system access.
