Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain continuous and uninterrupted sewer utility service at the U.S. Coast Guard Academy by providing a temporary bypass piping system while the primary sewer line is repaired. The objective is to prevent disruption to operations and avoid environmental contamination.

• Furnish, install, operate, and demobilize a temporary above-ground bypass piping system.

• Provide monthly rental for the temporary sewer line service.

• All work is considered maintenance and subject to Service Contract Act (SCA) wages.

• Key tasks include:

  • Mobilization & Installation: Deliver and install HDPE piping, valves, and fittings. Secure staging areas, establish safety perimeters, route piping, ensure secure joints, install traffic ramps, perform pressure testing, and connect to existing infrastructure.
  • Operation, Repairs, & Monitoring: Initiate flow, provide response for leaks, pressure drops, or pump failures within 12 hours of notification, with repairs completed within 24 hours.
  • Demobilization: Flush and decontaminate piping, remove materials, and restore the site upon completion of permanent repairs.

• Service Output: Maintain continuous and uninterrupted utility service. Acceptable Quality Level (AQL): No more than 1 service interruption per month.

• Reporting: All electronic reports submitted on time and accurately. AQL: 100% of reports submitted on time.

• Period of Performance: Approximately 365 days from the date of award.

• Place of Performance: U.S. Coast Guard Academy, New London, CT 06320.

• Personnel: Must provide qualified personnel, including at least one State Licensed Plumber. A Project Manager must be designated as the single point of contact.

• Equipment: Contractor to provide all necessary rental equipment, including pumps (25 HP Goulds, 600 gpm capacity), piping (approx. 600 LF), valves, fittings, and road crossings.

• Security: Access to unclassified areas only.

• Hours of Operation: Generally 0700-1700 EST, but work outside these hours is permitted for operations and repairs with Coast Guard approval.

• Reporting: Monthly progress reports via email to COR and Contracting Officer.

• Planning: Provide a Draft Contractor Project Plan (PDF) at the Post Award Conference.

• Site Visit: Mandatory pre-bid site visit scheduled for Thursday, 18JUN26 at 1400.

• Government Furnished Resources: None. Contractor must furnish all property and services.
