Quick Summary

The Naval Surface Warfare Center (NSWC) Crane is seeking Teradyne Spectrum 9100 Test Station maintenance services under a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. This is a sole-source procurement to Teradyne, Inc., justified by their unique technical expertise and proprietary data. However, other responsible sources are invited to submit capability statements for agency consideration.

Scope of Work

The requirement includes comprehensive support for the Spectrum 9100 test stations. This encompasses maintenance and repair services, provision of spare equipment, subassemblies, cables, and consumable parts. Additional services include instrument calibration, training, engineering, configuration management, obsolescence reporting, and program management support. The contract will cover "High Availability Support Agreements" and "Parts Repair" for specific components and systems.

Contract & Timeline

  • Type: Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ)
  • Duration: Five years (5 Calendar Years from Date of Award)
  • Estimated Value: Minimum $3,090.00 to Maximum $4,800,000.00
  • Set-Aside: Unrestricted (Sole Source)
  • Response Due: April 20, 2026, 2:00 PM Eastern Time
  • Published: April 14, 2026

Rationale for Sole Source

Teradyne, Inc. is the original designer, developer, and manufacturer of the Spectrum 9100, possessing unique technical data and corporate knowledge. The system's specific hybrid synchronous digital pin capabilities (512 pins, +/- 30V range, up to 50MHz) are not met by any other manufacturer in a single, compatible test system. Extensive market research confirmed no other vendor offers comprehensive support without substantial duplication of costs or unacceptable delays. Teradyne will not sell or license its technical data package.

Submission & Evaluation

This is a combined synopsis/solicitation issued under FAR Part 13, with a synopsis exception under FAR 5.202(a)(13). All responsible sources may submit a capability statement, which will be considered by NSWC Crane. However, the determination not to compete this proposed contract based on responses is solely at the Government's discretion. Information received will primarily inform whether to conduct a competitive procurement. Offers and capability statements must be emailed to Jaclyn.m.bailey.civ@us.navy.mil by the due date. Contractors must be registered in SAM and JCP to access controlled attachments.
