Performance Work Statement (PWS)

To perform testing, adjusting, and balancing (TAB) of air flows at VA Sierra Nevada Health System (VASNHCS) to ensure various spaces perform within designed parameters.

• Annual TAB of approximately 52 rooms and quarterly TAB of four Sterile Processing Service (SPS) rooms and two corridors.

• Annual positive/negative checks for 78 rooms.

• Work to be conducted at VASNHCS, Reno, NV, Monday-Friday, 0730-1600, with potential for non-business hours/weekends due to patient care requirements.

• Potential for additional testing/repairs at VASNHCS or outlying Community Based Outlying Clinics (CBOCs).

• Work is limited to air system testing and balancing; water balancing, vibration, and sound testing are not included but may be added via purchase order or modification.

• Air flows must meet requirements in the VA HVAC Design Manual-2011 Edition, ASHRAE handbook, AABC/NEBB standards, and manufacturer guidelines.

• Air change rates to be set to VA HVAC Design Manual requirements plus 20% (e.g., 24 air changes per hour for a room requiring 20).

• SPS Sterilizer requires 10 air changes per hour.

• Differential pressure requirements to be met per VA HVAC Design Manual plus 50%.

• Static pressure output of air handlers to be measured.

• A written TAB report is required within 14 calendar days of inspection completion.

• Base year: June 5, 2026 to June 4, 2027.

• Four one-year option periods.

• Location: VASNHCS, 975 Kirman Ave, Reno, NV, and potentially other specified CBOCs and clinics.

• Contractor must provide all personnel, equipment, supplies, and transportation.

• TAB agency and specialist must be certified by AABC or NEBB and maintain certification throughout the contract.

• No disciplinary action by AABC or NEBB within the past five years prior to contract award.

• Technicians must be experienced, with a minimum of three comparable projects.

• Test equipment must meet accuracy/calibration requirements.

• Contractor must comply with VASNHCS policies, including infection control (handwashing, PPE, dust control) and safety (ladder use).

• Contractor personnel must check in daily with VASNHCS Police and obtain visitor badges.

• Contractor must not access Government computers or systems.

• Contractor must comply with all applicable records management laws and regulations, including Federal Records Act and NARA policies.

• VA owns all data and records produced under the contract.

• Submission Limit: Capability statements are limited to 10 single-sided, type-written pages (12-point font or larger). Published literature may be any number of pages.
• Eligibility: Potential offerors must be registered in SAM.gov and have a current Online Representations and Certification Application on file.
• Limitations on Subcontracting: For small business concerns, no more than 50% of the contract performance amount may be paid to subcontractors that are not similarly situated entities.
