Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the Contractor to provide technical and analytical support to the Operational Test and Evaluation (T&E) Force (OPTEVFOR) Technical Point of Contact (TPOC), specifically the Test Design Division (01B). The support includes facilitating processes, aiding in production, training personnel, and collaborating with stakeholders.

• Tasking Categories: The work is divided into four main categories:

  • Statistical Analysis: Support for Scientific Test and Analysis Techniques (STAT), including Design of Experiments (DOE) and regression analysis for pre-test design, mid-test adjustment, and post-test analysis.
  • MBTD (Mission-Based Test Design): Facilitate the MBTD process, consult on Integrated Evaluation Frameworks (IEF) creation, provide training on MBTD policies, and support test strategies, plans, and post-test processing.
  • Modeling and Simulation (M&S): Assist test teams with Verification, Validation and Accreditation (VV&A) processes.
  • Accelerator Team: Provide early support for test programs requiring assistance in test design, planning, and post-test processing, especially for programs with no other contract support.

• Program Management Support: Includes trip reports, monthly progress reports, technical report summaries, and annual performance assessments.

• The PWS details numerous specific tasks and deliverables for each category, including reviews, analysis, training, documentation, and collaboration with test teams and stakeholders.

• Contract Data Requirements List (CDRL) items are specified for deliverables.

• Period of Performance: 12 months from award, with four additional 12-month option periods.

• Place of Performance: Primarily at the customer's site: Operational Test and Evaluation Force, 7970 Diven Street, Norfolk, VA 23505-1498. Travel is also anticipated for facilitation, training, and accelerator team tasks.

• Personnel Qualifications: Specific qualifications are required for STAT Analysts, MBTD Facilitators, MBTD Instructors, M&S Facilitators, and Accelerator Team members, including technical skills, experience, and education.

• Security Clearance: Personnel may require SECRET to TOP SECRET clearance.

• Access: Requirements for Common Access Cards (CAC), background investigations, and access to DoD IT systems are detailed.

• Travel: Travel costs must be In Accordance With (IAW) the Federal Travel Regulations (FTR), with specific limitations on profit/fee for local travel.

• Other Direct Costs (ODC): No ODC expenses are budgeted.

• Personal Services: This is not a personal services contract.

• Cost Control: Evaluation of contractor's cost control and reasons for changes to contract value.
• Additional Observations: Overall strengths/weaknesses, satisfaction with contractor, willingness to rehire, awareness of similar efforts, and recommendations for other contacts.

Bidders should be aware that this form will be used to gather feedback on their past performance. The questions are designed to assess various aspects of their service delivery, including quality, timeliness, responsiveness, and cost control. This feedback directly impacts the evaluation of their past performance, which is a critical factor in contract award decisions. Bidders should ensure their past performance is well-documented and that they understand the criteria being evaluated.

This document is a "Past Performance Information Form" intended for offerors to provide details about their past performance on contracts. It serves as a template for bidders to submit relevant information to the government.

• Offeror Information: Name of Offeror, Contract Number/Identifier, Customer Name & Location, Customer Point of Contact, Telephone Number & Email.

• Contract Details: Total dollar value (annual increments), Period of Performance (start and end dates), Number of personnel (FTE) per year.

• Work Performed: Detailed description of work performed, demonstrating relevance to the solicitation scope. Specific guidance is provided for Helpdesk work (user population, tickets, turnaround time).

• Magnitude: Details on the scale of the effort.

• Subcontractors: Information on subcontractors utilized, extent of their work, and annual dollar value.

• At least 1 year of performance must have been completed prior to the closing date of the solicitation.

• The form requires specific details on the scope, magnitude, and personnel involved in the past contract.

This form is crucial for bidders to document their relevant past performance. Completing this accurately and thoroughly will help demonstrate their capability to meet the requirements of the current solicitation. The information provided will likely be a key factor in the evaluation of proposals.
