Purpose
The objective is to provide non-personal services to support the U.S. Air Force voluntary off-duty education program. This involves administering various tests at Geilenkirchen NATO Air Base.
Scope of Work
The contractor will be responsible for administering a wide range of tests, including Air University (AU) testing programs, Federal Aviation Administration (FAA) tests (if applicable), Airman Knowledge Test (AKT), Career Development Courses (CDC), Air Force Classification Test (AFCT), Air Force Officer Qualification Test (AFOQT), Defense Language Proficiency Testing (DLPT), and Oral Proficiency Interview (OPI), as well as other military testing as needed. Tasks include administering computer-based tests, collecting and analyzing data, maintaining security of test materials, assisting students with education requirements, and utilizing Microsoft Office programs.
Key Requirements & Performance Standards
Contractor personnel must maintain a professional image, ensure cleanliness of common areas, and remain physically present during test sessions. Adherence to security procedures for Personally Identifiable Information (PII) and government property is mandatory. Applicants must possess at least an associate degree, computer proficiency, experience with computer-based testing, and excellent customer service and communication skills. The ability to qualify for a secret clearance is required, with the contractor responsible for associated background investigation costs. Resumes and transcripts must be submitted with proposals. The contractor will also be responsible for scheduling exams in the Air Force Automated Education Management System (AFAEMS) and maintaining Standard Operating Procedures (SOPs).
Contract & Timeline
This is anticipated to be a part-time contract position, requiring 20-24 hours per week, with a base year and four optional years. The place of performance is Geilenkirchen NATO Air Base, Germany. Scheduled hours are typically Monday-Thursday 0800-1700 and Friday 0800-1430 local time, with testing sessions usually on Tuesday, Wednesday, and/or Thursday at 0900 and/or 1300.
