This document is a Combined Synopsis/Solicitation Notice, which serves as the sole solicitation. A written solicitation will not be issued. It incorporates provisions and clauses in effect through FAC 2025-06 (Effective October 1, 2025) and DFARS Change Notice November 10, 2025.

• Instructions to Offerors: Quotations are due by Tuesday, February 10, 2026, at 10 AM EST and must be emailed to Lillian Kwong (lillian.l.kwong.civ@us.navy.mil) and Jeremy Weible (jeremy.r.weible.civ@us.navy.mil).

• Quotation Content: Must include completed representations and certifications (unless available in SAM), price(s), FOB Destination, point of contact, business size, and payment terms.

• Period of Performance (POP): February 23, 2026 – June 22, 2026.

• NAICS Code: 541380 with a Small Business Size Standard of $19M.

• Sole Source Justification: The government intends to contract with Astronics Test Systems under the authority of 41 U.S.C 1901 on a sole source basis. Interested parties may submit a capabilities statement for consideration in future procurements.

• Scope of Work: The contractor will create a Test Program (software) and an Interface (plug-in) for the SA-2112 CCA PN 1149530 compatible with the PINPOINT IIR unit. This involves developing a test program for circuit cards, creating a modern interface adapter, and providing documentation and warranty. The interface test adapter will become the property of Norfolk Naval Shipyard (NNSY).

• Government Furnished Property: NNSY will provide external test equipment, including a power supply, multimeter, signal generator/analyzer, and specific test routines and schematics for the Schlumberger Interface Adapter and LIM cards.

• Security Requirements: Contractors will require a DBIDS card for access to NNSY. Specific procedures for obtaining this card are outlined. Restrictions on Portable Electronic Devices (PEDs) and requirements for security clearances (including potential Red NAVSEA badges for nuclear-related work) are detailed.

• Place of Performance: Work is to be performed at the Contractor's facility, with final testing at NNSY.

• The deadline for quotation submission is February 10, 2026.

• The document specifies the required content for quotations and the evaluation method (price to determine fair and reasonable).

• Failure to provide all required documents by the deadline may preclude award.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services. The government intends to solicit and contract with one source, Astronics Test Systems, under the authority of 41 U.S.C 1901 on a sole source basis. This announcement constitutes the only solicitation; a written solicitation will not be issued.

• Develop a test program (software) and an interface (plug-in) for the SA-2112 CCA PN 1149530, compatible with the PINPOINT IIR unit.

• The test program must be compatible with and fully integrated with all PINPOINT IIR manufacturer systems and software.

• Perform tests for opens and shorts on various voltage levels (26V, +15V, -15V, +12V, -12V, 5V) during STTO.

• Ability to test the entire board (hybrids, components, LANs, connectors) with one test routine during TPD operation.

• Ability to test each of the six hybrids separately using menu-driven Testflow.

• Stop on fault and indicate the faulty component; Testflow to exit upon first failure.

• Create a modern interface adapter for the line input module to interface with PinPoint input connectors.

• The interface test adapter will be warranted for 12 months for manufacturing defects.

• Provide a spare set of PCBs, schematics, and assembly drawings for the interface test adapter.

• Provide back-up test view updates and a backup of the TestVue software and TPS.

• Provide full documentation for the interface adapter, cable assemblies, and test routine software.

• Include a power-on indicator light and LEDs for each voltage on the interface adapter.

• Test program validation and demonstration to be done at Norfolk Naval Shipyard (NNSY).

• Security Requirements: Defense Biometric Identification System and NAVSTA Badging are required for access to NNSY. Minimum security clearance of confidential is required. Specific requirements for Restricted Data (RD) and Controlled Unclassified Information (CUI) are detailed.

• Government Furnished Property: NNSY will ship external test equipment to the contractor.
