This is a combined synopsis/solicitation for commercial services, issued as a Request for Quote (RFQ) by the US Army Combat Capabilities Development Command Soldier Center (DEVCOM SC). Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain preventive maintenance, calibration, certification, and limited repair services for DEVCOM Soldier Center (DEVCOM SC) Textile Material Evaluation Team (TMET) equipment located in Natick, MA. The goal is to ensure equipment reliability, compliance with manufacturer and ISO requirements, and minimize downtime impacting research operations.

• Provide all labor, supervision, tools, parts, materials, transportation, and management for preventive maintenance and calibration services.

• Services must conform to manufacturer specifications, applicable ISO standards, and Army regulatory requirements.

• SDL Atlas C14000, CI35F, Vortex M6 units, SDL Atlas LHT, M228AA, Pellerin Milnor 36026Q6P, and Harris-Millipore HRO-400 and HRO-200 systems.

• Preventive Maintenance: Monthly visits as per manufacturer guidelines.

• Calibration: Every six (6) months for specified equipment, annually where applicable. Must be NIST traceable and documented.

• Response Time: Respond to service calls within 48 hours during normal business days.

• Parts: Provide OEM or equivalent approved parts. Non-OEM parts require prior written Government approval.

• Compliance: Adhere to ISO standards and applicable Army regulations.

• Submit a service report within ten (10) calendar days of service completion, including:

  • Certificate of Calibration
  • Description of services performed
  • Parts replaced
  • Findings and recommended corrective actions
  • Technician name and qualifications

• One 12-month base period and four 12-month option periods.

• No network access will be provided.

• Invoices submitted only after satisfactory completion and acceptance by the COR.
