Market Research Questionnaire

This document is a market research questionnaire issued by NAVSUP Fleet Logistics Center, San Diego (FLCSD) to identify qualified sources and gather industry feedback for the Center for Homeland Defense and Security (CHDS) Educational Program Support. This is for planning purposes only and not a solicitation.

The requirement is for contractor-provided educational support for CHDS graduate and executive-level programs. This includes curriculum development, course execution, logistical support, and technological support for programs such as the Master’s Program (MA), Executive Leaders Program (ELP), Emergence Program, Radiological Emergency Preparedness Program (REP), and Executive Education Programs (EEP). Support will be provided both in-residence at NPS Monterey, CA, and at various locations across the U.S. and its territories. The contractor will utilize government enterprise resource planning tools for data and reporting.

• Contract Type: Cost-Plus Fixed Fee (CPFF)
• Period of Performance: One 12-month base period, followed by four 12-month option periods.

Interested vendors must submit the following by June 10, 2026, 10:00 AM PST via email to jonathan.a.stames.civ@us.navy.mil:

1. Capability Statement: (Max 10 pages) demonstrating ability to meet requirements per the Draft PWS.
2. Market Research Questionnaire: Completed with company information, SAM registration status, socio-economic program eligibility, and detailed responses to specific questions regarding experience, approach, risks, and qualifications.

Vendors are encouraged to provide comments, questions, and constructive feedback to help the Government improve the requirement.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing comprehensive support to the educational programs delivered by the Center for Homeland Defense and Security (CHDS) at the Naval Postgraduate School (NPS). The support aims to advance CHDS's mission in homeland defense and security education for professionals and volunteers across various government and non-governmental sectors.

The contractor will provide support across several key areas:

• Educational Program Support: Development, planning, and execution of courses for CHDS's Master's Program (MA), Executive Leaders Program (ELP), Emergence Program, Radiological Emergency Preparedness Program (REP), and Executive Education Programs (EEP). This includes curriculum development, lecture preparation, course material creation, teaching, and providing recommendations for program improvement.
• Thesis Advising: Assisting MA students in developing and writing their theses.
• Special Projects and Pilots: Support for initiatives such as the Homeland Security Digital Library (HSDL), the Homeland Security Affairs Journal (HSAJ), CHDS Self-Study Courses, and the University and Agency Partnership Program (UAPP).
• Technological Support: Providing system administration, security, database management, and end-user technical support for CHDS's cloud infrastructure, operating systems, applications, and websites. This includes managing learning management systems (LMS), collaboration tools, and developing/maintaining custom applications.
• Operational and Logistical Support: Assisting with application processing, program scheduling, procuring educational materials, and providing logistical support for participants, faculty, staff, and guest speakers, including travel arrangements and reimbursements.
• Communications and Alumni Support: Designing and disseminating marketing materials, collecting and analyzing program data, and supporting alumni coordination and engagement.

The contract includes a base period of one year (April 15, 2027 – April 14, 2028) and four one-year option periods. Performance will occur at various sites within the Continental United States (CONUS), with specific locations determined at the task order level.

• Personnel Qualifications: Instructors must have an outstanding record of achievement, scholarly publications, and expertise in homeland defense and security topics. Experience with network-based, distributed learning, and adult learners is required.
• Quality Assurance: Performance will be continuously evaluated by the government. The contractor must maintain an approved Quality Control Plan (QCP).
• Data Rights: The Government has unlimited rights to all materials produced under the contract.
• Security: Contractor personnel are subject to government security regulations and must obtain necessary identification and passes.
