The Government requires a fully serviced lease for office space meeting specific criteria:

- Setting: Professional office environment, not near residential areas, railroad tracks, power lines, or establishments selling alcohol/firearms. No living quarters within the building or mixed-use sites with residential.
- Environmental: Not within the 1%-annual-chance flood plain or wetland, unless no other alternative exists.
- Public Transportation: Within 2 city blocks or 1,200 feet of regularly scheduled public transportation.
- Space Configuration: Contiguous, on one floor, with minimum 9' and maximum 12' ceiling height. Must allow for an efficient layout, avoiding atriums or irregularly shaped configurations. Columns not to exceed 2' square, with at least 20' between columns/walls.
- Building Services: Must comply with Government requirements for security, fire life safety, accessibility, seismic, and sustainability standards. At least two accessible elevators if above ground level.
