If above ground, at least two accessible elevators are needed. The space must allow 24/7 access and meet Government standards for fire safety, accessibility, seismic, and sustainability. A fully serviced lease is required, and the space must not be in the 1-percent-annual chance floodplain. Entities must also familiarize themselves with telecommunications prohibitions under Section 889 of the FY19 NDAA.
