Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the inspection, testing, certification, and repair of Aboveground Storage Tanks (ASTs) and Underground Storage Tanks (USTs) at Joint Base McGuire-Dix-Lakehurst (JB MDL).

• Provide comprehensive management, personnel, equipment, materials, and tools for the maintenance of 12 USTs and 7 ASTs.

• Services include inspection, testing, certification, repairs, and environmental protection compliance.

• Adherence to federal, regional, state, and local laws/regulations, and specific industry standards (e.g., UFC 3-460-03, 40 CFR Part 280, PEI RP900 & RP600, STI SP001, NJAC 7:14B, NJAC 7:1E).

• Maintain records of all inspections, testing, and repairs.

• USTs Basic Service: Annual inspections (40 CFR Part 280, PEI RP900), triennial inspections (40 CFR Part 280, PEI RP900), and maintenance/repairs IAW specified standards.

• ASTs Basic Service: Monthly and annual inspections (PEI RP600, STI SP001), and maintenance/repairs IAW specified standards.

• Emergency Service: Arrival within one business day for emergency calls.

• Minor Repairs: Material cost < $100.00, completed within two days of commencement. Written report required.

• Major Repairs: Material cost > $100.00. Requires detailed written quote within 24 hours. Approval required for costs over $100.00. Work to commence within two days of approval and completed within eight days.

• Reporting: Submit inspection/testing reports within five days of completion. Submit repair estimates/reports per paragraph 5.2. Conduct and document monthly and annual inspections within the STAR system.

• Quality Control: Submit a written quality control plan. Implement procedures to identify and prevent non-performance and defective service.

• Quality Assurance: Government will inspect and evaluate performance. Contract Discrepancy Reports (CDR) will be issued for non-compliance.

• Tanks are located on the Dix/McGuire areas of JB MDL.
