Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Non-Hazardous Waste (Trash) Collection & Disposal Services at the Long Island National Cemetery.

• Furnish all personnel, equipment, supplies, materials, vehicles, and services for non-hazardous waste collection and disposal.

• Transport waste to an approved, licensed, certified disposal area/landfill in compliance with all legal and environmental requirements.

• Provide two (2) 30 cubic yard open-top roll-off dumpsters.

• Dumpsters must be factory new or refurbished within the past three months, in a "like new" condition, water-tight, rodent-proof, and fire-proof. They must display the company name and contractor information.

• Contractor is responsible for cleaning up any spilled trash during pickup and disposal.

• No on-site burning or disposal is allowed; all waste must be removed off-site.

• No recycling activities are included.

• Pickups will be on an "On Call" basis, Monday through Friday, 8:00 AM - 4:30 PM, with a 48-hour response time.

• Estimated 52 pickups per fiscal year, varying from 4 to 9 per month.

• Dump fees are per load (30 cubic yard container), not by weight.

• Dumpsters damaged due to handling must be replaced at no cost to the Government.

• Damaged or unsightly dumpsters must be replaced upon written request.

• Contractor must comply with all Federal, State, Local laws, policies, rules, and regulations, applying the strictest regulation in case of conflict.

• Contractor is responsible for all necessary permits, licenses, certifications, and fees.

• Location: Long Island National Cemetery, 2040 Wellwood Ave, Farmingdale, NY 11735.

• Duration: Date of award through one year, with four (4) one-year renewal options.

• Site visits are mandatory and must be scheduled in advance by contacting the Cemetery Director.

• A post-award conference is required prior to work commencement.

• Pricing must be "All-Inclusive" for all materials, labor, transportation, surcharges, fees, and services. No additional costs or special service charges will be accepted.

• Contractor must accept Government Credit Card for payment.

• All vehicles and equipment must have OSHA-approved back-up alarms.

• Services are performed Monday-Friday, 8:00 AM - 4:30 PM, excluding National Holidays. Weekend services require written COR authorization.

• Contractor personnel must maintain a neat, professional appearance, wear uniforms or badges, and exhibit decorum, composure, and stability, especially when interacting with grieving individuals.

• Burial activities take precedence; work must not disturb burial services. Work should cease within 1,000 feet of an ongoing committal service.

• Contractor must report all "on-the-job" injuries within 24 hours to the COR (oral/telephone followed by written notice).

• Contractor must indemnify the Government for any environmental, health, or safety liability arising from non-compliance.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial trash removal services at the Long Island National Cemetery (LINC) in Farmingdale, NY. The Department of Veterans Affairs, National Cemetery Administration, is issuing this solicitation.
