Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive grounds maintenance services for the National Cemetery of the Alleghenies (NCOTA), ensuring the cemetery is maintained to honor Veterans with a final resting place and lasting memorials.

Services include, but are not limited to:

• Lawn Maintenance: Turf fertilization, mowing, trimming, edging, weed control, sodding, seeding, and repair of sunken graves.

• Headstone Services: Setting, raising, lowering, realigning, resetting, and unloading of headstones.

• Cemetery Upkeep: Trash and debris removal, regular floral pickup, cemetery road cleaning, tree and shrub maintenance, mulching, and planting bed weed control.

• Seasonal Services: Snow and ice removal.

• Turf must be well-established, generally weed-free, and healthy (90% weed-free in burial areas, 95% pest/disease-free).

• Headstones must maintain proper height and alignment for 90 days after setting.

• Services must be performed in accordance with NCA Operational Standards and manufacturer guidelines.

• Specific application schedules for fertilization, weed control, and mowing are provided.
