The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to release a limited competition solicitation to authorized distributors of MasterCAM for MasterCAM Software licenses, maintenance and support. Mastercam is the original designer and developer of the required software, but does not participate in direct sales, therefore the Mastercam software licenses are only available through Mastercam authorized resellers.
Mastercams HAAS TM Mill software is currently being utilized by the Government and requires various Mastercam software licenses to be used. Without the Mastercam software licenses, the Government cannot perform necessary maintenance tasks on Government machines. Other software licenses will not suffice as they cannot interface properly with the existing software. Only Mastercam possesses the data to manufacture the required software licenses, no other source would have the ability to create these software licenses. Therefore, only the software licenses (and support) originally designed and manufactured by Mastercam will fulfill the Governments’ requirement.
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
