Scope of Work
The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, and supervision for a 12-week Basic Horsemanship Course (BHC). Instruction will run Monday-Friday, 0930-1530, following the revised BHC Program of Instruction. Key responsibilities include:
- Providing a facility of at least 14 acres, located within 60 miles of Joint Base Myer-Henderson Hall (JBM-HH), Fort Myer, VA.
- Transporting horses and equipment to the training site.
- Maintaining a 3:1 student-to-instructor ratio.
- Ensuring instructors hold specific certifications (USEA, USHJA, USDF, or US Pony Club) and have relevant experience; the Head Instructor is considered Key Personnel.
- Submitting weekly training reports, daily sign-in rosters, and bi-weekly student evaluations.
- Training soldiers with no prior horsemanship experience, progressing from basic handling to advanced riding techniques.
- Note: Wagon work and related material provision have been removed from the scope.
