Statement of Work (SOW) / Performance Work Statement (PWS)

To honor veterans by maintaining the highest standards of maintenance and appearance at Saratoga National Cemetery, ensuring it remains a national shrine.

Provide janitorial services at Saratoga National Cemetery, including cleaning of office space, visitor areas, employee areas, and restrooms. This involves furnishing all personnel, supervision, transportation, equipment, supplies, and materials.

Key areas to be cleaned include:

• Administrative Building (4,780 sq. ft.)
• Public Information Center Bldg. (1,950 sq. ft.)

Contractor-furnished supplies include:

• Hand soap, toilet paper (recycled), paper hand towels (recycled)
• Sanitary bags, wastebasket liners
• Bio-based "green" products (PER USDA Standards & NCA Directives 0058)
• Cleaning Solutions (Biodegradable / Nontoxic)
• Germicides & Disinfectants

Government-furnished supplies include:

• Deodorant refills for spray deodorant and urinal dispensers

• Gel refills for antibacterial hand sanitizer dispensers

• Services to be performed daily, Monday through Friday (excluding Federal Holidays), beginning at 5:00 pm.

• Specific cleaning requirements for floors (sweeping, mopping, vacuuming, deep cleaning, waxing, buffing, shampooing, Scotch Guarding), doors/walls/partitions, general areas (emptying waste, cleaning ash trays, dusting, polishing, sanitizing drinking fountains, cleaning vents/blinds, vacuuming upholstery), and restrooms.

• Deep cleaning, waxing, and buffing of hard surface floors and restroom wall tiles to be performed TWICE PER YEAR.

• Carpet, rug areas, chairs, and cloth room dividers to be vacuumed, shampooed, and Scotch Guarded ONCE PER YEAR, at least one week prior to Memorial Day Services.

• Additional cleaning of public restrooms required on Memorial Day, Veterans Day, 4th of July, and Thanksgiving due to increased visitation.

• Location: Saratoga National Cemetery, 200 Duell Rd, Schuylerville NY 12871.

• Work Hours: Daily, Monday through Friday (excluding Federal Holidays), starting at 5:00 pm.

• Contractor must provide a "Site Manager."

• Adherence to strict contract specifications, terms, and conditions is essential.

• Contractor personnel must adhere to specific standards of dress and conduct, maintaining professional and unobtrusive behavior.

• Use of intoxicating beverages and drugs is strictly prohibited on cemetery premises.

• Contractor is liable for any damage to cemetery property caused by personnel.

• All chemicals and cleaning solutions must be handled safely, and MSDS required for all.

• Contractor must possess and maintain all necessary insurance, licenses, and permits.

• "On-the-job" injuries must be reported within 24 hours to the COR.
