Bidders who are expected to access or handle Controlled Unclassified Information (CUI) as part of this opportunity will be required to sign this Non-Disclosure Agreement. It outlines the strict requirements for handling, protecting, and reporting any CUI, and failure to comply can result in significant penalties. Request for Information (RFI)

This RFI is issued by the Airspace Mission Planning Division (C3M) of the Department of the Air Force (DAF) to conduct market research for the Theater Air Planning System of Systems (TAP SoS) Dynamic Mission Replanning (DMR) capability. The DAF is seeking information on industry capabilities to develop software that can automate and identify Courses of Action (CoAs) for replanning air operations in response to evolving battlespace conditions, thereby expediting theater operations and increasing the speed and effectiveness of TAP.

• The DMR capability should automate the ingestion and monitoring of the battlespace.

• It should assist operators in assessing whether changes require replanning.

• It should automatically provide optimized CoAs within the constraints of the actively executed Air Battle Plan.

• The solution is intended to exist within and augment the larger TAP SoS ecosystem, potentially integrating with KRADOS, C2Core, and Widow.

• Development is expected to follow agile methodologies with iterative development and delivery.

• Security level protection requirement is anticipated to be at a minimum, IL6.

• All contractor employees must be U.S. citizens.

• The Government may issue a solicitation for an initial design, followed by a prototype/development effort, and subsequent production.

• The Government intends to partner with industry on the development, sharing in efforts and securing Government Purpose Rights.

• Anticipated NAICS Code: 541715.

• Responses to this RFI are due by 30 June 2025, 5:00 PM ET.

• Responses shall be limited to 20 pages, in Microsoft Word format.

• Questions regarding the RFI are due within ten (10) days of release and should be submitted via email.

• Responses should be submitted via email to the listed Contracting Officers and Contract Specialists.

• Specific questions are provided in the RFI for industry to address regarding experience in Theater Air Planning, DMR, AI/ML, visualization, cloud infrastructure, data integration, iterative software development, prototyping, capability maturation, dynamic targeting, cross-domain solutions, collaboration, digital environments, and facility clearances.

• Not specified in this RFI, but industry is encouraged to develop teaming arrangements.

• This notice is for information and planning purposes only and is NOT a Request for Proposal.

• Proprietary information and trade secrets shall NOT be submitted.

• Respondents will not be reimbursed for any costs associated with preparing or submitting a response.

• Responses submitted may be reviewed by Government personnel, FFRDC employees, and A&AS Contractor employees unless the respondent objects in writing.

• An industry day is planned for 16-17 June 2025 at Hanscom AFB, MA.

• Access to Controlled Unclassified Information (CUI) documents requires a Non-Disclosure Agreement (NDA) and a NIST SP 800-171 DoD Assessment with a minimum score of 110.
