Acquisition Description:
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Premier Healthcare LLC
The National Institutes of Health (NIH) is the nation’s foremost federally funded biomedical research institution.
The NIH Clinical Center relies on the Theradoc® clinical surveillance and infection control decision support system to support patient safety, infection prevention, antimicrobial stewardship, and regulatory compliance. Theradoc aggregates and analyzes data from multiple clinical systems—including EHR, LIS, pharmacy, and ADT feeds—to provide real‑time alerts, reports, and dashboards. Continued access is essential for daily operations
The purpose of this requirement is to procure subscription/software license, maintenance and support for the NIH Clinical Center’s TheraDoc Hospital Epidemiology System from Premier Healthcare LLC.
The Contractor shall provide the following:
• Renewal of all existing Theradoc® on‑premises software licenses.
• Maintenance, patching, and support services.
• Updates, upgrades, and security patches.
• Support for existing interfaces to CC EHR, LIS, pharmacy, and ADT systems.
• Quarterly Support Reports – system uptime, issues resolved
• Training and documentation updates as needed.
Justification:
The NIH has used this TheraDoc Hospital Epidemiology System for almost 2 decades. There is currently no alternative to this system, so the NIH needs to continue using this same system.
Premier Healthcare, LLC is the sole source provider for the applications, support, maintenance and training associated with the TheraDoc® clinical surveillance solution. All components of TheraDoc’s functionality have been developed by our company and are the exclusive intellectual property of Premier.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
